The Board of Education recognizes that school cafeterias are a part of the total school program. The Board shall therefore provide adequate facilities, resources and personnel for the provision of food services for all elementary and secondary students in the district schools. Food service management is the responsibility of the Director of Food Service. The school food service should be operated in the most economical, efficient and satisfactory method given the student’s needs and the district’s resources. Account Balances Student’s account, whether there is a positive or negative balance will roll over to the next school year. A parent or guardian may request in writing at anytime a refund of any unused money. A parent or guardian may also request any unused money to be applied to a sibling. Charging a Meal Because of the district’s participation in the child nutrition program, the Board approves the establishment of a system to allow a student to charge a meal, i.e. breakfast or lunch. The Superintendent of Schools is directed to develop procedures and rules which address: a. What can be charged; b. The limit on the number of charges per student; c. The system used for identifying and recording charged meals; d. The system used for collection repayments; e. The penalties used for non-payments. f. A procedure to prevent a child who has exceeded the limit of charges from going without some kind of nutritious meal. Collection Guidelines The Board further recognizes that the implementation of guidelines is integral to the overall effectiveness of the child nutrition program. Therefore, the Board authorizes the Superintendent to develop regulations concerning collection measures under the child nutrition programs. All parents/guardians are to be informed of the specific regulations and subsequent penalties. Penalties may include the District filing Small Claims Court actions against parents/guardians delinquent in payments.
