RELATIONS WITH HOME SCHOOLS |

The Board of Education recognizes its responsibilities under Section 3204 of the Education Law, commonly called the “compulsory attendance law”, to ensure that every child living in that district has an equal opportunity to receive an education. The Superintendent of Schools will establish regulations, based upon those of the commissioner, to inform schools and parents of their respective rights and responsibilities regarding the education of children at home. The school District shall send a copy of the regulation and required courses, along with a cover letter (Exhibit 1741-E.1), quarterly report forms (Exhibit 1741-E.2) and Individualized Home Instruction Plan (IHIP) (Exhibit 1741-E.3) home to the parent(s) or guardian(s) upon receipt of a letter of intent to home instruct from the parent(s) or guardians(s). The district shall send home a letter acknowledging the receipt of the IHIP (Exhibit 1741.E.4). The district shall also send home to the parent(s) or guardian(s) a letter acknowledging the receipt of each quarterly report and reminding the parent or guardian of the due date of the next report (Exhibit 1741-E.5). 1. It is the state regulation to not allow participation of home instructed students in interscholastic sports. 2. It is the policy of the Board of Education to allow participation of home instructed students in extra-curricular activities, including intramural sports, after school sponsored clubs, after or before school activities, and after school music programs. This access will be based on availability of space in these programs, approval of the respective administrator, and provided they meet the same scholastic requirements as students enrolled in the regular school program. It will be the responsibility of the parents to provide for all necessary to and from transportation and expenses associated with the activity. 3.. It is the policy of the Board of Education to make available textbooks, not currently in use, to home instructed students upon request and where such textbooks are available and on a loan basis. Students leaving school to enter into home schooling, may use current textbooks until the completion of the school year enrolled prior to entering home schooling. 4. It is the policy of the Board of Education to permit access to district school library media centers and to loan printed or other materials (tapes, CDs, etc.) from the school library media centers to home instructed students providing district procedures established for using these services are followed. 5. Home instruction students are not eligible for a regular or Regents diploma from the school district.
